România, pe "harta" anuarului regional Eurostat 2018

Ediția din 2018 a anuarului Eurostat include statistici din diferite arii de activitate, care împreună construiesc imaginea generală a regiunilor Europei. De exemplu, anuarul arată diferențe minore între zonele urbane și cele rurale în ce privește ocuparea forței de muncă la nivelul UE. În schimb, România se numără printre țările în care deosebirile sunt notabile.În Uniunea Europeană, rata ocupării forței de muncă în mediul urban este de 72%, în timp ce în zonele rurale urcă la 73%, conform datelor pentru 2017. Cele mai mari discrepanțe au fost înregistrate în Lituania (82% urban, 68% rural) și Bulgaria (76%, respectiv 62%). Situații diferite, cu rate mai mari la sate decât în orașe, sunt cele din țări precum Germania (77% rural, 82% urban) sau Belgia (72% vs 62%).În România, mediului urban îi corespunde o rată de 68,5%, în timp ce în zonele rurale aceasta coboară la 62%. Pe de altă parte, la acest capitol cele mai mici valori din România sunt înregistrate în suburbii și orașe de mici dimensiuni, cu o rată de 60,6%.La nivelul întregii populații din România, anul trecut, rata ocupării forței de muncă a fost de 63,9% (71,8 în rândul bărbaților, respectiv 55,8% la femei).Mai sunt incluse statistici despre speranța de viață la naștere, raportate la nivelul anului ... The general objective of the Report is to study the recent evolution of the social economy in the European Union. It focuses on three areas: firstly, the social economy and the emergent concepts/movements related to it, secondly, the public policies adopted in both the EU and the member states in recent years to enhance the social economy sector and thirdly, measuring the weight of the social economy in each EU member country.This Report shows that the European social economy provides over 13.6 million paid jobs in Europe, accounting for 6.3% of the total EU working population of the EU-28. Despite its size, the social economy remains invisible in the national accounts and statistics around Europe, a hurdle that constitutes another major challenge, although efforts have been made during the last two decades.The new concepts and approaches related to the social economy that have emerged in Europe, such as social enterprises, social innovation, collaborative economy, economy of the common good, circular economy and corporate social responsibility, have been analysed and the main public policies for the social economy that have been implemented in recent years have been studied. Following the event in Strasbourg, the EESC has launched the Social Enterprise Project to identify policy ideas and specific measures that can be taken. Throughout the project, the EESC has gathered valuable input from people working in field across Europe, and met with stakeholders at local, regional, national and European level across sectors. There is a width and breadth of knowledge and experiences to be listened to and acted on. The social enterprise community of supporters is clearly expanding, and there appears to be a common view on what the EU institutions' key priorities should be for the coming years if we are to fully unleash the potential for social enterprise in European societies. EESC commissioned study on the 'Social Economy in the European Union'

The general objective of this report is to update the study "The Social Economy in the European Union" published in 2008 by the European Economic and Social Committee, expanding its scope to include all 27 of the current EU Member States and the acceding/candidate countries (Croatia and Iceland respectively), and examining the definitions, state, contribution, legal instruments and public policies surrounding the social economy (SE) as well as the impact of the economic crisis.To meet the latter objective, the report makes use of three intermediate objectives or tools that have not been sufficiently defined until now. The first is to establish a clear, rigorous definition of the SE as a concept, and of the different classes of company and organisation that form part of it. The second intermediate objective is to identify the different agents which, irrespective of their legal form, form part of the SE in each EU Member State on the basis of the definition established in this report, and to compare the different national definitions used in relation to the SE concept. The third intermediate objective is to provide macro-economic data on the SE in the 27 Member States and the two candidate countries, to examine recent national legislation on the SE, to conduct a comparative analysis at national level of current concepts and perceptions of the SE in each country, and to analyse how the social economy can and will contribute to implementation of the Europe 2020 ... This paper considers the impact of social entrepreneurship in European communities, finding that working with such enterprises and helping them develop can result in widespread gains for public budgets. Starting and running such a business can pose a number of problems though, as it must not only overcome entrepreneurial challenges, but also those that arise from the social dimension. The report concludes that promoting policies that create a favourable environment for such entrepreneurs, is crucial for them to fulfil their potential. 4.    Excluziunea socială și sărăcia care sunt determinate de privarea de locuință4.1    Eurostat  precizează că, în UE, 30 de milioane de cetățeni suferă din cauza spațiului insuficient și a condițiilor precare de locuit. În 2009, 6% din populația Europei a suferit o formă severă de privare de locuință. În UE, 12,2% din populație trăiește în locuințe care au costuri de întreținere mari raportate la veniturile acestora.4.2    Persoanele fără adăpost care trăiesc pe stradă reprezintă cea mai vizibilă și extremă formă de sărăcie și excluziune.   Prezenta cercetare are ca şi obiect analizarea legislaţiei italiene şi româneşti în materie de integrare în muncă a deţinuţilor şi foştilor deţinuţi, atribuind o deosebită atenţie instrumentelor prevăzute pentru realizarea (re)integrării lor sociale precum şi în câmpul muncii. Metoda utilizată pentru dezvoltarea cercetării este constituită din două faze: prima, cea de a găsi material legislativ necesar (italian şi român); şi cea de a doua, de a-l analiza atât individual cât şi într-o viziune de confruntare. Găsirea materialului care a fost apoi examinat şi selecţionat s-a făcut atât pe baza unei cercetări legislative „tradiţionale” (material pe suport de hârtie, bănci de date în sistem informatic, etc.) cât şi prin intermediul întâlnirii şi confruntării cu experţi ai problematicii analizate (Profesori universitari, Cercetători, Psihologi şi Operatori din sectoarele implicate). This baseline study was commissioned from DIESIS by the Polish Ministry of Regional Development, the ESF Managing Authority leading the Learning for Change Network on aBetter Future for the Social Economy (BFSE LfC). The overall objective of the network is topromote an increased impact of the social economy on society and environment.The specific objectives of the LfC network are to:• Improve the quality and efficiency of Structural Fund programmes and their impact onemployment, social inclusion and training across the whole of Europe;• Promote support for the social economy in participating Member States;• Identify and disseminate good practices of support measures to countries where socialeconomy is less developed;• Develop EU policy and tools (vertical mainstreaming).It is a learning network. Therefore the primary outcomes concern officials and keystakeholders dealing with the social economy and the European Social Fund.The network has identified five specific strands of work, which are:1. Thanks to your diligent cooperation with our survey efforts, we have been able to launch a unique, new panel database on over 550 social enterprises in Hungary, Romania, Spain, Sweden, and the United Kingdom.We would like to offer you a sneak preview of these data. For each country, we have put together a feedback report designed to help you benchmark your organization against fellow social enterprises. In Europa ca activitate, economia socială este legată din punct de vedere istoric de asociaţiile populare şi de cooperative, care constituie coloana sa vertebrală. Sistemul de valori şi principiile de conduită ale asociaţiilor populare, cristalizate în cooperatismul istoric, este cel care a servit la formularea conceptului modern de economie socială, structurat în jurul cooperativelor, al societăţilor mutuale, al asociaţiilor şi al fundaţiilor.Intr-un raport al Centrului Internaţional de Cercetare şi Informare privind Economia Publică, Socială şi Cooperatistă (CIRIEC) la solicitarea Comitetul Economic şi Social European (CESE) se evidentiaza forta economiei sociale ca sector in UE 25. În acest domeniu, lucrează peste 11 milioane de persoane, ceea ce reprezintă 6,7% din populaţia salariată a Uniunii Europene. Raportul mai constata si urmatoarele: • În UE-25, peste 240 000 de cooperative erau active din punct de vedere economic în 2005.
